Phil Elvy
Chief Executive Director of Finance, Great PlacesPhil has been Executive Director of Finance at Great Places Housing Group since 2006, during which time Great Places will have grown from owning around 7,000 homes to approaching 25,000. In 2012 Great places was one of the first Northern RPs to issue a public bond and Phil will soon be approaching the £1billion threshold in terms of funding raised during his 20 year career in housing.” Phil is a member of the NHF Financial Policy Advisory Group and a Board member at a lease-based specialist housing provider, which is currently bringing some interesting challenges!
Regina Finn
Board Member, Places for People, Chair, Low Carbon Contracts CompanyRegina Finn is an experienced leader and strategic thinker in the field of regulation, competition and consumer policy in the UK and internationally.
Regina is the non-executive Chair of the Low Carbon Contracts Company which, along with its sister company the Electricity Settlement Company, plays a critical role in the delivery of the UK”s clean, sustainable, affordable energy goals. She is also a non-executive Director of Places for People, a place making and regeneration company. She previously Chaired Mutual Energy Limited, a business that owns energy and gas interconnection assets between Ireland and Great Britain, and sat on the boards of Irish Water and the Channel Islands Competition and Regulatory Authority.
Regina is a Director of Lucerna Partners, a consultancy specialising in public policy, economic regulation and competition and consumer policy.
Her executive career in regulation included seven years as chief executive of Ofwat, the water regulator for England and Wales, a period as Commissioner for Energy Regulation in Ireland, and heading up the first economic regulator in the British Channel Islands regulating the electricity, energy, communications and post sectors. She led the establishment of Ireland’s first economic regulator for the telecommunications sector and headed up its Markets Divison as well as acting as Deputy Director.
Gareth Francis
Director of Treasury and Corporate Finance, Clarion Housing GroupGareth is responsible for arranging the group’s funding and managing the associated risks. A chartered corporate treasurer, he was previously Deputy Treasurer at THFC during operation of the Government Guarantee scheme, Head of Treasury and Head of Corporate Finance at Affinity Sutton and has held various roles at FCE Bank.
Adam Hackett
Director of Transformation - Sustainability, Aster GroupAdam Hackett is a Full Member of IEMA, a Chartered Environmentalist and is the Transformation Director for Sustainability and Energy at the Aster Group, a social landlord and developer based in the south of England. Aster has over 30,000 homes and is set to build 10,000 more over the next seven years. Adam has successfully delivered a range of large scale retrofit insulation and renewable energy projects and is responsible for improving the environmental performance of the group, it’s homes, and has a commitment to reducing fuel poverty across their customer base. Adam is a member of the National Housing Federations Quality of Existing Homes Group who lead, inform and influence the Federation's work on existing homes. Adam is also chair of the Sustainability South Housing group, a member of the Institute of Environmental Management and Assessment South West Regional Steering Group, and a Board Member of Cornwall Rural Housing Association.
Jonathan Higgs
Chief Executive, Raven Housing TrustJonathan is Chief Executive of Surrey-based Raven Housing Trust which delivers housing and a range of community services to 6,000 homes across East Surrey and Sussex. Jonathan has worked for two housebuilders, Chief Executive of a 2,500 home Oxfordshire based HA, and managing director of a national HA. Jonathan is a Director of Placeshapers, a national network of over 100 housing associations and is a member of the National Housing Federation’s South East Standing Board. He has been a non-executive Director of two housing associations and an ALMO and a variety of regeneration vehicles which is where his passion lies. Raven has been one of the first HA’s to share its anticipated costs of moving to Zero Carbon across its stock.

Director of Asset Management and Sustainability, Thirteen GroupPaul is a Chartered Civil Engineer with almost 20 years private and public sector experience in Asset Planning and Strategic Asset Management within various sectors including Utilities and the Built Environment. At Thirteen Paul is responsible for strategic asset management, property and investment, compliance and delivering quality places through neighbourhood and property sustainability and active asset management principals.
Diana Lock
Head of Energy and Environment, OptivoUlrike Maccariello
Development Director, Hastoe Housing AssociationUlrike has worked in development for over 20 years and at Hastoe for the past 14 years. She is passionate about rural and sustainable housing.
To date, Ulrike has been instrumental in delivering 12 Passivhaus schemes and 7 schemes to AECB standard. She is now developing a new build standard for Hastoe; one that takes into consideration a wide range of factors that impact on people’s quality of life and the environment. These include not just building materials and architectural design but the efficient use of water and energy, accessibility, space standards and broadband connectivity.
Paul Massara
Chair, SovereignPaul holds a number of Non- Executive roles including the Chair of Sovereign Housing, Chair of Utonomy, and Board Advisor to a number of energytech start-ups. In addition to these roles he is also member of the Committee on Fuel Poverty at BEIS. He also works with Said Business School, Oxford University, on their Creative Destruction Lab.
Prior to his current roles he was CEO of RWE npower and served on the Executive Committee of RWE AG as well as being the Country Chair for RWE in the UK responsible for all Government and policy issues. As member of the RWE Retail Board, he was responsible for coordinating 23 million B2C customers and led the digitalization of RWE in the UK and Europe.
Before joining RWE npower, he held a variety of positions with increasing responsibility with Centrica plc, Direct Energy North America, in Toronto. His tenure there culminated in his role as President of Canadian Operations and serving as a Member of the North American Board and the North America Executive Committee. His leadership enhanced the Company’s growth from $700,000MM to $2.7Bn, and from 600 to 3,000 employees.
He is Chair of Medicinema, a charity focused on enhancing patient wellbeing by building cinemas in hospitals. He was voted Top 40 Under 40 in Canada in 2004 and was Chair of the Toronto Board of Trade.
Gail Teasdale
Chief Executive, Broadacres Housing AssociationGail Teasdale is CEO of Broadacres, a 6,500 home rural association based in North Yorkshire. She has been there for two years having previously been resources director at Accent. Broadacres’ corporate strategy focusses on affordable warmth after feedback from customers about the challenges of staying warm. The approach is where possible to adopt sustainable solutions that future proof both existing and new homes. This approach has delivered high levels of customer satisfaction. Gail has previously been a board member of two associations so appreciates the challenges board members face in making investment decisions.
